Advanced Civil Design was founded in 2002 by Thomas Warner, James Whitacre, and Douglas Hock (retired). We are proud to announce the appointment of Andy Kraner and Brian Karshner, P.S., as shareholders and Managing Partners of Advanced Civil Design, Inc. Andy and Brian will operate and manage the survey service department for the firm. The partners' combined experience ranges from commercial projects such as distribution centers and office complexes to large-scale residential and multi-family developments and public infrastructure projects.  With more than 80 years of combined professional experience, the firm's partners bring a diverse mix of civil engineering, surveying and land development experience to new development projects.

Thomas Warner, P.E., Managing Partner

Tom is a founding owner of Advanced Civil Design and oversees the management, design and coordination of engineering projects from concept to completion. Tom is a licensed professional engineer with more than 23 years of experience as a project designer and manager. He has worked on numerous public and private projects throughout Central Ohio including public roadway, major commercial centers and energy infrastructure across the state. Tom is a graduate of The Ohio State University with a bachelor’s degree in civil engineering and is a licensed professional engineer in Ohio, Illinois, Kentucky and West Virginia.

James Whitacre, P.E., P.L.S., Managing Partner

James is a founding owner of Advanced Civil Design and is directly involved with the management and coordination of all engineering and surveying project operations of the North Carolina office. James is a licensed professional engineer and surveyor with more than 20 year’s experience as a project designer, manager and surveyor. James has spent his entire career working with municipalities and private developers designing infrastructure and commercial developments. James has been the project manager on more than 200 projects in North Carolina and across seven states.  James is a graduate of The Ohio State University with a bachelor’s degree in civil engineering and is a licensed professional engineer and surveyor.

Andy Kraner, Managing Partner

Andy has served as Survey Manager at ACD, bringing more than 20 years of surveying experience and a proven track record of technical excellence, operational leadership, and client service. He oversees survey operations, project delivery, and staff development, ensuring the consistent delivery of high-quality surveying and mapping services across the organization. Andy has managed a diverse portfolio of land development, boundary, and construction surveying projects. His extensive knowledge of industry standards, regulatory requirements, and best practices enables him to provide practical solutions that support project success and client objectives.

Brian Karshner, P.S., Managing Partner

Brian brings more than 20 years of surveying experience and extensive expertise across land development, boundary surveying, and mapping disciplines. As a senior surveying professional, he provides technical leadership in deed research, chain-of-title analysis, and boundary resolution, ensuring accurate property line determinations for private, commercial, and public-sector projects. Throughout his career, Brian has been responsible for the preparation and oversight of a wide range of surveying and mapping deliverables, including dedication plats, annexation plats, ALTA/NSPS Land Title Surveys, topographic surveys, right-of-way plans, easement documents, legal descriptions, and zoning maps. His comprehensive understanding of surveying principles, property law, and regulatory requirements enables him to deliver precise and defensible results that support complex development and infrastructure projects.
